The City of Cape Town is the only metro that has received a clean audit in the country, according to Auditor-General Tsakani Maluleke.

She is briefing Parliament’s Portfolio Committee on Co-operative Governance and Traditional Affairs on the 2022-23 local government audit outcomes.

Maluleke says metros are struggling with compliance, especially in procurement and contract management.

The Auditor-General says political instability has adversely impacted metros.

Maluleke says metros are struggling to compile credible service delivery reports.

“75% of Metros are unable to produce reliable service delivery reports, as I said, these are the institutions that should be able to hire the type of skills to acquire the type of information systems that help them to collate the data, that help them to compile credible financial statements as well as credible performance reports.”

“Metros need support to build capacity, as strange as that might sound. We find that the political instability that confronts the administration of the metro has a direct impact in weakening these institutions,” adds Maluleke.
